yes, phone needs to download some files hence asking for tftp server. u can make cme router or call manager to be tftp server. If you are assigning IP addresses via DHCP you need to configure DHCP option 150 to be the IP address of the TFTP server (CUCM).

The phone will send a TFTP request to CUCM TFTP server to download the configuration file; CUCM TFTP server will search for the configuration file in three internal caches, then disk, then external Cisco File server (if specified) In case the TFTP server find the file, it will send it to the phone.
